PUBLIC COMMENTS

Public comments are an opportunity for the public to address the Commission with any issues or concerns they may have.  All remarks should be directed to the Chairman and not to individual commissioners, staff, or citizens in attendance.  Members of the public shall not make inappropriate or offensive comments.  Any individual who violates the rules of decorum may be removed from the meeting.  At this time the Board will not comment nor will the Board take any action on the comments...…. speakers are limited to 3 minutes.

The applicant or anyone speaking in favor of the application/request shall be allowed a TOTAL of ten minutes to present their request. Anyone opposed to the request shall also have a TOTAL of ten minutes to present their opposition. (If there are multiple speakers for or against an application, ask them to please be mindful to allow for others to speak, should they wish to do so.) Anyone speaking for or against the application shall be allowed a TOTAL of five minutes to speak in rebuttal.

Items under this action were discussed at the public Work Session on Thursday, November 2, 2023 (now available for view on www.carrollcountyga.com) and will be presented for consideration as a single item.  Only one vote will be taken.

10.I.

Investment Option for 21 SPLOST Bond Proceeds

Consideration to Authorize Investment of funds with Raymond James, conditioned upon receipt of positive bond counsel opinion, execute an Investment Adviser Agreement and Letter of Direction designating authorized representatives to take all necessary actions in connection therewith.

Fire Rescue Equipment Purchase

Consideration of the purchase of six (6) mobile radios in the amount of $41,486.58 to be paid for with SPLOST funds and to authorize the Chairman to execute the agreement

Admin. Building Demolition Readiness

Consideration and approval of Revised Proposal by EnviroMasters, Inc. for Demolition Readiness for Existing Administration Building not to exceed $90,000.00, which includes additional scope of work, and amend Change Order 1 with Balfour Beatty Construction, LLC, to either (1) include the additional scope of work to be performed by EnviroMasters, Inc. in Change Order 1 or (2) remove the entire scope of work to be performed by EnviroMasters, Inc., from and cancel Change Order 1, so that the County will self-perform and contract directly with EnviroMasters, Inc. for the Demolition Readiness for the Existing Administrative Building, and authorize the Chairman to negotiate and execute any contracts or agreements, with approval as to form by the County Attorney, and take all other actions that may be necessary to carry out the forgoing.

Safe Streets for All (SS4A)

Consideration of proposals from firms in transportation planning and engineering to prepare a Safe Streets for All (SS4A) Action Plan with the goal of eliminating roadway fatalities and serious injuries, and authorize the Chairman to negotiate and execute the contract and take all other actions in connection with the Action plan.
