PUBLIC COMMENTS

Public comments are an opportunity for the public to address the Commission with any issues or concerns they may have.  All remarks should be directed to the Chairman and not to individual commissioners, staff, or citizens in attendance.  Members of the public shall not make inappropriate or offensive comments.  Any individual who violates the rules of decorum may be removed from the meeting.  At this time the Board will not comment nor will the Board take any action on the comments...…. speakers are limited to 3 minutes.

The applicant or anyone speaking in favor of the application/request shall be allowed a TOTAL of ten minutes to present their request. Anyone opposed to the request shall also have a TOTAL of ten minutes to present their opposition. (If there are multiple speakers for or against an application, ask them to please be mindful to allow for others to speak, should they wish to do so.) Anyone speaking for or against the application shall be allowed a TOTAL of five minutes to speak in rebuttal.

Z-23-08-01: Rezoning request for 8.675 acres from Agriculture to Commercial for a special events venue at 2868 Highway 166 West. Parcel #077-0766, Land Lot 70 of the 10th District. Owner/Applicant: Scott and Deanna Kiser. Commission District 4.

Conditional Use- 945 Beulah Church Road

 C-23-08-01: Conditional Use request for a youth athletic field at 945 Beulah Church Rd. Parcel #075-276, Land Lot 154 of the 10th District. Owner/Applicant: Victor Martinez. Commission District 6.

Items under this action were discussed at the public Work Session on Thursday, August 31, 2023 (now available for view on www.carrollcountyga.com) and will be presented for consideration as a single item.  Only one vote will be taken.

9.I.

Judicial Branch - State of Georgia ARPA Supplemental Grant

Approval of acceptance of a State of Georgia ARPA Supplemental Grant to the Judicial Branch; and prepaying certain expenses from the grant in an amount up to $500,000.00 for the Carroll County Court System which are approved by the State of Georgia Office of Planning & Budget for reimbursement with such grant funds; and authorize Chairman and staff to implement such actions

Animal Shelter - Equipment Purchase

Consideration to purchase clinic equipment for the Animal Shelter’s low cost spay/neuter initiative, to be paid with fundraiser monies and donations, amount not to exceed $16,950, and to authorize the Chairman to execute the contract and take all actions necessary in connection therewith.

Consideration of Appeal of 2023 Sales Ratio Study performed by the Georgia Department of Audits and Accounts

Public Works – Re-Striping and Pavement Markings

Consideration of Bids for the re-striping and pavement markings on up to 29.47 miles of various roadways throughout Carroll County, Georgia, including re-striping of center-lines and edge lines and up to 27 stop crossbars (RFP PW24-A001), $190,000 to be paid out of the LMIG Fund with the remaining $61,139.80 coming from SPLOST, and authorize Chairman to execute contract and take all actions to implement the terms of the contract.

Consideration of a Resolution for the acceptance of a $1,950,000 Georgia Outdoor Stewardship Program and the purchase 429.15+/- acres for the expansion of McIntosh Reserve with match funding in the amount of $300,000, for a total purchase price of $2,250,000, and for related purposes

Abandonment of 1.670 acres of West Villa Road

a.) Public Hearing

b.) Resolution: Consideration of a Resolution finding that a portion of a dirt road known as West Villa Road measuring 1.670 acres more or less lying in Land Lots 166 and 187, 6th Section of Carroll County, has ceased to be used by the public to the extent that no substantial public purposes are served; authorizing the abandonment thereof; authorizing the Chairman to dispose of the abandoned property; to provide an effective date of this resolution; and for other purposes
