PUBLIC COMMENTS

Public comments are an opportunity for the public to address the Commission with any issues or concerns they may have.  All remarks should be directed to the Chairman and not to individual commissioners, staff, or citizens in attendance.  Members of the public shall not make inappropriate or offensive comments.  Any individual who violates the rules of decorum may be removed from the meeting.  At this time the Board will not comment nor will the Board take any action on the comments...…. speakers are limited to 3 minutes.

The applicant or anyone speaking in favor of the application/request shall be allowed a TOTAL of ten minutes to present their request. Anyone opposed to the request shall also have a TOTAL of ten minutes to present their opposition. (If there are multiple speakers for or against an application, ask them to please be mindful to allow for others to speak, should they wish to do so.) Anyone speaking for or against the application shall be allowed a TOTAL of five minutes to speak in rebuttal.

Consideration of Owner/Applicant MonTonSon Development LLC’s (Application Z-23-07-01) Rezoning request for approximately 14.2 acres from Manufactured Home Subdivision to Industrial for tractor-trailer truck parking, storage warehouses, and storage spaces for RVs, at 1121 West Villa Road. Parcel #147-0122,0120,0119,0118,0117,0116,0115,0114,0010,0011,0012,0013,0014, Land Lot 165 of the 6th District. Commission District 3.

Items under this action were discussed at the public Work Session on Thursday, July 27, 2023 (now available for view on www.carrollcountyga.com) and will be presented for consideration as a single item.  Only one vote will be taken.

Joint Development Authority-Dissolution of 7 County JDA

Consideration of Resolution to Dissolve the Joint Development Authority known as the “Greater West Georgia Joint Development Authority” consisting of Carroll County, Coweta County, Haralson County, Heard County, Paulding County, Polk County, and Troup County

Joint Development Authority Resolution-Creation of New 3 County JDA

Consideration of Resolution to create and activate a Joint Development Authority to function in Carroll County, Haralson County, and Heard County to be known as the “The 20-27 Corridor Joint Development Authority”

Consideration of Engagement Letter with Rushton and Company, LLC to perform Carroll County’s Financial Audit for Fiscal Year End June 30, 2023

Change Order Admin Building Demolition Readiness

Consideration and approval of CHANGE ORDER No. 1 in the total amount of $93,646 for Demolition Readiness for Existing Administration Building as a change order to the AIA Document A133 – 2019, Standard Form of Agreement Between Owner and Contractor as Constructor where the basis of payment is the Cost of the Work Plus a Fee with a Guaranteed Maximum Price and AIA Document A201 – 2017 General Conditions of the Contract for Construction, between Carroll County, Georgia, acting by and through its Board of Commissioners Balfour Beatty Construction, LLC, as Construction Manager, dated  May 6, 2023, and authorize the Chairman to negotiate and execute the change order.

BUSINESS SESSION

10.I.

Edward Byrne Memorial Justice Assistance Grant (JAG)

Consideration of approval of Edward Byrne Memorial Justice Assistance (JAG) Grant for Fiscal Year 2023 awarded to the Carroll County Juvenile Court. The grant will be used for psychological evaluations and counseling for juveniles that do not have health insurance.

10.II.

Resolution-- Abandonment of 1.131 aces of West Villa Road

Consideration of a Resolution finding that a portion of West Villa Road measuring 1.131 aces more or less lying in Land Lot 166, 6th Section of Carroll County, has ceased to be used by the public to the extent that no substantial public purposes are served; authorizing the abandonment thereof; authorizing the Chairman to dispose of the abandoned property; to provide an effective date of this resolution; and for other purposes
