ROBERT H. FREILICH, AICP Partner and Professor of Law, University of Missouri-Kansas City School of Law 

Dr. Freilich has represented more than 200 cities, states and counties with respect to the development of Smart Growth Management Plans and effective implementation techniques.  He has successfully litigated over 100 appellate land use cases, including the recent U.S. Sup. Ct. Lake Tahoe case.  Dr. Freilich has recently written “From Sprawl to Smart Growth: Successful Legal, Planning and Environmental Systems (1999).  He holds his B.A. from the University of Chicago; J.D. from Yale Law School; Master of Planning from Columbia University School of Public Administration; and an LL.M. and J.S.D. (Doctor of Judicial Science) from Columbia University School of Law. He is the editor of THE URBAN LAWYER (national journal of state and local government law of the American Bar Association); and past Chair of the APA Planning and Law Division.

 


Michael Lauer, AICP is a Principal of Planning Works, LLC – a planning and growth management firm with a national practice in comprehensive planning, consensus building, fiscal impact analysis and plan implementation.Prior to establishing Planning Works in November 2000, Mr. Lauer was the Director of Planning for Freilich, Leitner & Carlisle where he worked on planning projects for more than 50 jurisdictions throughout the nation that garnered numerous state and national planning awards.

As a frequent speaker at national and regional conferences, Mr. Lauer’s recent presentations have addressed a diverse range of topics, including: 


  

          coordinated regional growth management strategies, 

          planning for and implementing smart growth programs

          unified development codes, 

          impactfees and other fiscal tools for implementing effective growth management programs, 

          consensus building and conflict resolution, 

          using GIS-based scenario analysis as a consensus building tool,

          transit and pedestrian-oriented development, and 

          blending visioning with technical analysis in the planning process.
