PUBLIC COMMENTS

Public comments are an opportunity for the public to address the Commission with any issues or concerns they may have.  All remarks should be directed to the Chairman and not to individual commissioners, staff, or citizens in attendance.  Members of the public shall not make inappropriate or offensive comments.  Any individual who violates the rules of decorum may be removed from the meeting.  At this time the Board will not comment nor will the Board take any action on the comments...…. speakers are limited to 3 minutes.

ZONING SESSION

The applicant or anyone speaking in favor of the application/request shall be allowed a TOTAL of fifteen minutes to present their request. Anyone opposed to the request shall also have a TOTAL of fifteen minutes to present their opposition. (If there are multiple speakers for or against an application, ask them to please be mindful to allow for others to speak, should they wish to do so.) Anyone speaking for or against the application shall be allowed a TOTAL of five minutes to speak in rebuttal.

Rezoning Request

Z-22-10-01 and C-22-10-01: Rezoning Request by Glock, Inc, a Georgia corporation, to rezone a portion of tax parcels 196-0015 and 203-0004, being approximately 385 acres (out of the larger 4,000+ acre combined tracts) from Agricultural to Industrial (along with a Conditional Use Permit) for a public safety training facility, which would include an indoor and outdoor shooting range surrounded by the remaining agriculture land. The owner of the property is Blenheim Timber, LLC, A Delaware Corporation.  The property is located in Land Lots 102, 103, 161-163, and 179-182 of the Third District in Carroll County.  Commission District 5

Items under this action were discussed at the public Work Session on Thursday, June 30, 2022 (now available for view on www.carrollcountyga.com) and will be presented for consideration as a single item.  Only one vote will be taken.

Sheriff Vehicle

Consideration of the Sheriff’s Office request to purchase traffic vehicle to be paid with funds received for damaged vehicle in the amount of $30,178.35

Fire Department Quick Response Vehicle

Consideration of the Fire Department’s request to purchase two Quick Response Vehicles in the aggregate amount of $175,000, add staffing for twelve personnel for the QRVs with an annual cost of $806,000, and to purchase personal protective equipment in the amount of $45,300 and uniforms in the amount of $10,200 for the twelve personnel, all to be paid from the General Fund

Recreation Department: Sod and Irrigation Contract for New Multi-Purpose Field

Consideration to accept bid from Muse Landscaping and Grading, Inc.  in the amount of $125,580, for installation of sod and irrigation system for a multi-purpose recreation field at the Carroll County Recreation Complex, 1201 Newnan Road, Carrollton, Carroll County, Georgia, and authorize the Chairman to execute the Construction Contract and take all other action necessary for such project

Recreation Department: Georgia Power Easement for new Multi-Purpose Field

Consideration to grant Georgia Power Company an underground easement to provide electric service to the new multi-purpose field located at 1201 Newnan Road Carrollton, Georgia.

BUSINESS SESSION

11.I.

Acceptance of $753,755 FTC Federal Grant for Family Treatment Court

Consideration to accept a federal grant in the amount of $753,755 for the Family Treatment Court program to reunite families, to agree to the grant terms and conditions, and to authorize the Chairman and/or Judge Thomas E. Parmer to take all actions necessary in connection therewith

11.II.

GEMA Homeland Security Grant

Accept a GEMA Homeland Security Grant from the U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) for the amount of $303,039.00 to purchase a BearCat Armored Vehicle.

LENCO Bearcat Armored Vehicle Vendor

Approve LENCO as the vendor to provide a BearCat Armored Vehicle to the Carroll County Sheriff’s Office for use in Law Enforcement operations not to exceed the grant amount.

Request for Vehicle Purchase

Consideration to authorize the County to purchase up to twenty-one (21) pick-up trucks and one (1) cargo van in the aggregate amount up to $1,300,000 to replace older, high mileage vehicles utilized by various departments in the County, and to authorize the Chairman to take all necessary actions in connection therewith, taking into account supply chain shortages and lack of bids received in response to RFP PW23-A004 which was advertised on both the county website and the Georgia Procurement Registry

Request to Purchase Tandem Axle Dump Trucks

Consideration to authorize the County to purchase up to five (5) Tandem Axle Dump Trucks from Nextran Tuck Center in the aggregate amount up to $960,330 and to authorize the Chairman to take all necessary actions in connection therewith
